Who is "throwing" this book at you? I guess what you mean to say is that you have had similar discussions before and people have said that this book answers some of your questions. You have then failed to read it.
The book has nothing to do with why white people practice racism. That is not why I raised it. It was raised because you were asking why white people were "able to do more". The book does not "sidestep" anything. It answers the questions that it sets out to answer.
As to why white people (or any people for that matter) practice racism, I attempted to answer that, at least in part, in an earlier post. I suspect it is because they do not recognise a person who looks different from themselves as being fundamentally the same as themselves. I recall that you did not like that assertion.
I also suspect that there is a deep seated human instinct to act in a tribal manner. It is often seen in ways unrelated to racism (but racism provides a good example). People seem to like creating "us and them" situations wherever they go. It happens in sport, politics, work, fashion etc etc. Look around. People are constantly identifying their allies and their enemies in matters ranging from the trivial to the life and death.
Oh, by the way, I have a daughter and, when she is old enough, I will not get upset about her having sex with black males.
Finally, you will have to explain your complaint with my previous answer. I thought I answered the question admirably
